Initiated by the Blacksburg Regional Art Association, New River Art '91 was supported and displayed by the Fine Arts Center of the New River Valley, Pulaski, VA. Other supporters included the New River Arts Council, Christiansburg, Council for Community Enrichment, Radford, and the Virginia Museum for the Arts, Richmond. Jennifer C. Jordan produced the winning design in a graphic design competition of the Virginia Tech Department of Art and Art History. The 1991 juror, Julia W. Boyd, Associate Curator of 20th Century Art, Virginia Museum of Fine Arts, Richmond, VA, selected the 45 hanging art works and awards:
